If you check out the step that sates "Turn bag inside out and top stitch around entire casing, careful not to catch measuring tape with your needle" and the accompanying photo you'll see that you are stitching through all the layers, creating a casing that snugly holds the measuring tape in place. The pattern is Simplicity 2668 in sizes XXS -L (newborn thru 18 mo). The pattern also includes a jacket and bloomers, but I haven't tried those yet.
I bought the fabric a while back at my local Hancock Fabric store - it was one of the quilting cottons - but they no longer carry it. They currently do have a decent selection of other gray fabrics tho. What size where you thinking of making this in?

5 years ago I never would have guessed this was the style direction she was heading in. It was a little hard for me to to give up my ruffled girlie-girl image of her, but I admire her confidence to be what she wants - At 12 years old I just wanted to look like everyone else, lol!

FWIW, I would never consider your shorts horrible, you are way too hard on yourself. That fabric is awesome, but I agree it'd have a better impact on a simpler design - and your applique shirt is a perfect match! Can't wait to see your second version.
