planetbeing came up with LogoMe for this exact purpose. Find the application in Cydia to change the boot logo without having to rejailbreak or restore.

As for syncing apps from Cydia and their settings, look for PkgBackup (also in Cydia) for a way to backup/restore non-Apple apps.

For the record, I tried to re-jailbreak on top of purplera1n and it hung on the "waiting for device to reboot".
Restarted my iPhone with nothing changed so I'll try again after a restore.
