Try restoring in appropriate version of iTunes again*, if no joy, visit Apple store for a free restore.
*Put it in DFU mode and restore.

For retrieving data from iPhone, you may need utility like Total Commander. Never used such utilities on a locked iPhone. Best bet is to get the Ignorant person to divulge the code.

Also you need to install "p0sixspwn" via Cydia for New bootrom to untether. First Just Boot with redsn0w under Extras.
