In the context of Canada - and this is a Canadian matter, the answer is quite simple, Suzanne: The Canadian bishops are in apostasy and/or they are heretics. Moreover, considering Gravel, the sodomite/"homoheresy" factor certainly cannot be excluded. For example, in a CPAC Television interview, Gravel stated that his bishop visited him in a homo/leather bar to inquire about his enrolling in the seminary.
Those bishops that emanate orthodoxy do it as a cover, dealing with easy issues only, difficult/specific ones only when they are compelled by outside parties (which is extremely rare). Moreover, they have the Catholic MSM for defence, consisting of Modernist AND (especially) the "conservative"/Neo-Catholics, shielding the bishops, never criticizing or questioning, due to personal relationships with them, money, prestige, etc.
I am thoroughly convinced that the that current group of pantywaist prelates we have now, including most of those over the past 40+years, is a scourge from God.

Wholeheartedly agree. Thing is, these people value their po$ition$ and pre$tige over and above everything else. They feel valueless without them. To D+P members, Catholic morality is like an ornament for show, exuding an aura of legitimacy, so as to gain respectability within NGO-circles and "the right people". This whole "social justice" psychology is like a disease that has festered for decades. Disregarding "the biological solution", I see that a "shock to the system" is the only way to rid the corruption (e.g. an external action from Rome). I am still thinking about an insider whistle-blower type scenario, though it's low on the probability scale.

Don't think that is going to happen. Their livelihoods are at stake and they are so far away from any modicum Catholic sensibility. To directly face facts would be devastating for these people. We're talking decades of a "this world" mentality where Catholic morals/doctrine is a kind of ornament to be "oooooo'd and aawwwed" at when it does not directly impact their lives in a personal way. I have been mulling over the possibility of an insider-whistle-blower over the last few months. This, seems to me, is the only way Development and Peace will be fully exposed for what is, i.e. an enemy of the Roman Catholic Church.
