Basing can be temporary, and it can be temporary over such an extended period of time that it is virtually permanent, but with the added "bonus" that the host nation pays for the facilities used by U.S. personnel. As said elsewhere, before *all* comments were deleted by the Express, there is never any need for a SOFA when there is no plan to station U.S. military and intelligence personnel in another nation. Moreover, these agreements routinely offer U.S. troops complete immunity from local prosecution, even for extraordinary crimes such as rape and mass murder, with the result that when they are tried in the U.S. they are either acquitted or given very light sentences. Trinidad's proximity to Venezuela is a critical factor here, especially as the U.S. has refused to recognize Venezuela's elected government and is trying a range of covert destabilization efforts. There is ZERO chance that Trinidad will not be used for such purposes--it would be entirely illogical and unforgivably naive to even think so.
