Hm... fabric soaked with water......

You could probably create a drying structure that goes outside of the building in front of the main exterior walls that face the sun. This would have an intended us so that drying is mean during peak hours of sun intensity. This could potentially reduce the about of heat energy absorbed by a building during the summer. However I imagine it is not significant enough. To really do anything noticeable.

I've always joked but have been semi serious when saying this.

The tax that the US should implement to fund health care should be a tax on how fat we are, not according to the BMI but based on body fat percentage. So everyone over a certain percent of body fat %, based on age, would have to pay a higher tax. You could also take a physical abilities test to reduce how much you are getting taxed.

Seriously, wouldn't that motivate Americans to lose weight?

You forget that you watch TV, good minimalist don't watch TV.

Speaking from my very general knowledge of biology and physiology on the topic of "inner lightness." If one's internal organs for some reason developed a bio-luminescent glow, that should be a cause for alarm. I would see a doctor immediately.
