Having done considerable research on the State Department archives, I advise everyone to take these reports with a pinch of salt. They are often based on rumours, hearsay, and unsubstantiated facts fed to the officers by individuals who have their sympathetic ears or, as spies or fraudsters, make their living out of it. The officers are often ignorant of the country's history and social millieu, but the writing of these weekly or monthly reports are the source of their income and also the basis for their promotion. Research has shown that some even make up fictious histories just to be on the job or for career advancement. Only simpletons take these reports seriously, and outpour their emotions and frustrations on what they say. There have been thousands of unidentified atrocities committed to the Oromians by the successive Abyssinian rulers, at least, since the time of Gobana Dacee. It seems we are still far to learn a lesson from such horrible experiences. This document is little more than a reminder for ODF which reduced all the Oromo achievements of more than forty years, with such an ultimate sacrifices, to the requisition of citizenship right.
