They can allow or disallow residential use, businesses of specific types, churches, etc., as long as it&amp;#039;s for the entire zone.  Exceptions are allowed by either special use permits of variances, as granted by a zoning adjustment board, which votes on specific applications. It seems that there is much discrimination against Christians but I trust there are sensible reason not to allow the church to be built, even though I can not imagine unless there is not enough parking room and it will interfere with other people&amp;#039;s property.
