Can someone explain the rules about how these "Parliamentary allocations" can be used to send partisan political messages from MPs outside my riding? I've received several from the Conservatives, and now the Liberals have adopted the same tactic (received two a couple of months back)? I'd like to understand the exact rules so that I can complain intelligently.

I'm also ready to give my next vote to a party that publicly states they won't use this tactic and change legislation to stop anyone else from doing so either. I support our parties receiving taxpayer funding, but this seems very wrong.
