I think the only legal liability the district had was when the resignation was accepted. He could have landed a job, substituted, and really acted on his impulses. It was from 2006-2010 when the district was exposed to serious liability. Which brings up the point of Ms. Hemmingsen's in the first article. Why did Don Clark leave?
