A Crime like this needs a carefully run trial - you go all lynch mob on someone, then all of a sudden everyone involved is really invested in convincing themselves they got the right one - while the real monster slinks off to find his next victim.
Trials aren't just to protect the accused, they also make sure you get the right S o a B to punish.

Come on guys, it's working out swell in places like Somalia!
Really people, this is asking pet owners to take up a little bit of the burden that is now being spread across all tax payers. Remember that your pet's license can be used to identify them, so if they get loose and are picked up by animal control, it will be easy for them to contact you. I'm not sure if there is a fee for "bailing out" Rover or Fluffy in that situation, but if there is, they should set it low for licensed pets, and higher for unlicensed ones. It's been that way for years in other cities in Iowa. Think of it as freeing up some tax money to be used for something that impacts the whole community.
