"The 85th percentile speed is used extensively in the field of traffic engineering and safety. Since the majority of drivers are considered reasonable and should be accommodated, some numerical definition for this segment of the driver population is needed. Over time, the 85th percentile driver (or speed) has been used to characterize reasonable and prudent behavior."

Freeze-thaw is less of on issue on a slope.

the real reason is that we usually deal with big snows by "slushing". the plows push the snow aside (to the middle) at first and as soon as it is sunny, they push it back into the drivers lane to accelerate melting. The cars slush the snow when the sun is out and it turns into water to run off. But on the flats, it will freeze into a slick at night. Picture cars going sideways, trying to avoid the pylons.

I love getting to ride side by side on these lanes, and getting to tow a wide kid trailer without being cowed into the gutter by a big truck.
But I always wear a helmut.

Through experiment, traffic engineers have determined that the safest speed on any road is the 85th percentile of the speed of cars on the road.
This is crowd sourcing the safest speed. If a road is wide and straight, people go faster because it is safe.
When most people drive above the posted speed, it is because the posted speed is incorrect. The crowd is very good at determining the safe speed.
California has a law on the books that says if the posted speed is lower than most people drive on that segment of road, you cannot enforce that speed limit. Thank you Willy Brown for that law.

This is crowd sourcing the safest speed. If a road is wide and straight, people go faster because it is safe.

In Colorado, we behave differently when we suspect something might be a bomb. We evacuate the premises and detonate the suspect package. http://www.dailycamera.com/news/ci_28803953/littl...

I conclude that authorities at Ahmed Mohamed's school are either idiots for not evacuating the school when they first thought they had a bomb, or they are idiots for arresting him for bringing what they knew was just a clock.

The "preponderance of evidence" standard is used in civil proceedings in cases where both parties are allowed to bring evidence to the court, to examine the evidence before the court, and to argue against rebuttable evidence.
A ruling, absent the above, is likely to err. Preponderance of evidence means that 51% or more of the evidence points one way. If the ruling body does not have all the evidence before it, or if they have a self-selected subset of the evidence, or if there are unheard reasons to discredit some of the evidence, the ruling body has no idea which decision is supported 51% of the evidence.
We are asking our universities to be both the ruling body and the collector of the evidence. We are not allowing the interested parties to submit evidence, or to scrutinize evidence against them. And we are telling the universities to rule based on a preponderance of evidence, with no safeguards to make rigorous the collection of evidence. It is a recipe for turning the universities into kangaroo courts.

How about making Folsom one way going south. the east side can be all bicycle.
And make 28th one way going south, and 30th one way going north with connection directly to the Boulder Denver turnpike.
