The stories aren't related, that's why. One is about police brutality against a wrongfully-accused, beaten-then-released suspect, and the (alleged) suppression of said story by police.

Tabs/license/registration is not required for bicycles to use the roads- you are sorely misinformed. Can you cite any statutes that prove your assertions?

By the way, there are many different taxes to pay for roads that are unrelated to tabs & licensing that all citizens pay into- including cyclists.
