Thanks for your comments. Yes, disallowing doesn't remove them from index which should be followed by URL removal request in GWT which is explained in the post.

It isn't cloaking since it returns a 503 status code to both search engines and users.

Hey, I'm aware of it. I have already implemented in the sites that I work and have analyzed to an extent and came up with this post. I haven't implemented in this site coz I don't have time to work on. Nothing else

Alternate URL's are similar to booking a .net, .info domains when the main website is running in .com, not every webmaster redirect it properly. Most of the cases, the additional domains will be pointing to the existing website resulting in duplicate URLs.
