They already have in place multiple sets of rules for freedom of speech. If you don't believe that, try to voice your opinion inside a court room and see what happens to you.

It isn't hard to figure out the crime problem in Dubuque. There are 18 people on Dubuques most wanted list, 9 are black. Blacks in Dubuque only make up 1% of the population but make up 50% of the most wanted and none of them have been apprehended. The place they are hiding is the same place they came from....CHICAGO. http://www.thonline.com/mostwanted/

Why would they have to shut down the intersection to take out the median, add right turn lanes and widen the left lanes? Cant they do each project seperately and still keep the intersection partially open?
