<description>I live in a rural area,  with 40%+ low income students.  The teachers are substandard and the schools teach to the lowest common denominator ( the NOT smartest kids ).  There is no real challenge for excellence.  It is sad and discouraging to see our little town waste away.  Businesses don&amp;#039;t move to places with NOT smart populations.  School administration used to be comprised of excellent teachers that knew how to run a classroom.  The administration &amp;quot;Czars&amp;quot; now have to have a MBA or PhD, to be hired now.  Hmmm. </description>
