Based on the current and future economic conditions throughout the world, I would say this is a horrible bet for the Hampton Roads area. The depression which has struck Spain and Greece is going to spread to other Euro-zone nations and thereby impinge on the shipping activity through the port of Hampton Roads. Furthermore, we do not know the implications of a full-on European collapse which could further deteriorate the shipping traffic through this port. I think it would be imprudent, at this point, to spend this kind of money on expanding the port. Improvements and renovations? I can see that. But expansion would be out of the picture in my mind. I see serious global contraction and thus less shipping traffic through Hampton Roads in the near and medium term. This looks like a loss for the local citizens.

There is a lot of construction going on. Hopefully, they've gotten all of the city finances in order to pay for it. Don't want to end up like Jefferson County Alabama, bankrupt because of an ill-financed sewer project.
