After World War II, the Chinese fought a civil war. The communists won on the mainland and the nationalists retreated to Taiwan. Communist China NEVER controlled Taiwan. Ever.

Saying that Communist China has some claim on Taiwan is like saying that Hawaii is part of the British Empire, even though it wasn't even a state until after the US won its independence from England.
