Just do a google search for "Big Boss", instructions are there, however like I said its complicated and there are no guarantees, also read the comments to get an idea on how others went with the process.

There is a way to downgrade to 4.0.1 for new out of the box devices, the process is somewhat complicated and it requires you to download both 4.0.1 & 4.0.2 ipsw files, unzip them, copy files from one to the other, renaming certain files and deleting certain files, details are on the Big boss site.

Unfortunately once you updated your firmware to 3.1.3 you also updated your modem firmware (baseband). Unlike fw 3.1.3 the baseband cannot be downgraded by any means which means even if you get your phone back to 3.1.2, your baseband will still be the updated one, you will not be able to unlock until the new exploit to this baseband is released, probably when fw 4.0 is out.

Are you trying to restore in "recovery mode" or "DFU mode" as DFU mode generally gives you the 1600 error however recovery mode works fine

Change the"zip" at the end of the file name to "ipsw" then redsn0w will recognize it. If you're at 3.1.3 now you cannot unlock ... even after downgrading, you can jailbreak but not unlock.
