There are different types of dementia, not to mention brain traumas where people can seem remarkably lucid, but not be able to care for themselves. Poor lady, I hope they find her family and that they are looking for her, not trying to get rid of her.

Simply not true. Roundabouts do not slow emergency vehicles any more than a four-way intersection does. Drivers in Europe (where roundabouts are everywhere) are used to yielding the right of way, and it's actually safer.
