Yes, the 133 are from a single precinct. But the whole point of the recount is to verify the election night numbers. Using the election night numbers for this precinct would violate the rules of the recount. The Franken campaign would have to sue to get the election night numbers included. Which is why this election is clearly within the "margin of litigation", just as Florida was. Which is not a good place for our elections to be.
