It has been the policy of the U.S. Department of Defense that film-makers become involved in commercial theatrical film-making efforts only if that the film portrays the military in a positive light. If this is censorship, how can you fault the DoD in doing what any other institution does -- looking after its own interests. Also, do you really think the DoD would want to be involved in any of the anti-Iraq films made lately?
The other policy is that the film-makers recompensed the military for any expenses used during the filming involving military hardware or personnel. Given its responsibility over said military hardware and personnel, would it not be otherwise.
A good example of a successful collaboration between film-makers and the military was 1980's The Final Countdown. The Navy got great publicity for naval aviation, and the film-makers go a very convincing backdrop to do their film.
