In the case of the car...no. The police would not pay for that, but insurance would. On the other hand if the police destroyed the car (i.e. broke windows, and filled it with tear gas) getting the suspect out of it, and insurance wouldn't pay for it, then yes, they should cover the cost of the car.

Actually, it's about 19 cents per gallon of gasoline, or 25.4 cents per gallon of diesel...regardless of the initial cost of the gallon of fuel. It's not a percentage.

I see your point about insurance, but unfortunately, misuse of a firearm doesn't usually lead to property damage or simple bodily injury that can be repaired and paid for with an insurance claim. If we're hearing about it it is because someone was killed or very severely injured. Money from an insurance company will not bring the person back.
