I think that is harsh of Terry. He did do a fantastic Job, I actually feel he did not know of the 3rd party rule, but if we were miles up the table (like we should have been with that squad) then I dont think we would have been done for half as much as we were.
With the squad available, like most recent West Ham Teams, they lacked any form of drive (apart from Tevez)

The one thing I want to say about Javelic is that he is slightly unproven, but let me explain my thought process.
Yes his goal record is good, however I need to point out that he is scoring goals against the equivalent of League 2 opposition (and I apologise to any Scots) but the common thought is that with exception of the Glasgow teams, very few would hold their own in the Championship. I also looked at the highlight real of his goals and in all honesty they were typical CF goals, but the quality of defence in England is much higher, I would not pay over 5 million for a Scottish player that has not played elsewhere. However, if the bosses and other clubs like the look of him then fair enough (however I need to point out Everton dont actually have a Striker that is not cropped half the time (Saha)).
The positives is that he is fairly young and we can get rid of Piq. I never liked him before Grant signed him and looking on Wiki he is 8 from 54 app. The only goal I've seen him score recently was at the Ricoh arena where the ball hit him and went in....

I would say that when the window is shut will be our time to get Carlos. He won't arrive until after the window shuts as MCFC as you rightly put want rid of him. However the loan window remains open post deadline and I believe if anyone in England picks hm up it will be us. That is not saying he will get picked up but the ball is in MCFC court. Tevez has been quoted as taking a wage cut and not claiming any of the owed £millions, the real stumbling block is the cock that cost us £42 mill (Kia)
