what if the screaming person has a history of mental illness, what if the disease is treatable..

and again, who is able to discern the state of the patient... sorry friend,, too many what-ifs for me

I wouldn't want it being a government official for obvious reasons
don't always want to trust the patient -- suicide by doc?
not all doctors are emotionally equipped to handle this
