My guess is that the person's accent made guide sound like gay. And although the restaurant had a policy allowing guide dogs the policy also excluded any other type of dogs. So if someone asked if they could bring in a brown dog, a tall dog, or an old dog they would get turned down. It's not discrimination against "gay" dogs.

An that's why engineers are excluded from juries.
