Install TeamViewer (Free) on your computer(PC or Mac). Install it as a service so that your computer will always be available. Now on iPad, install a TeamViewer App and connect to your PC/Mac to run IE on your iPad. You can also use SplashtopRemote to do the same.

I agree with @Pat. PS3 is DLNA certified that means it can play videos and pictures from other DLNA certified media servers. PS3 doesn't have a media server itself.
