I think he REALLY means that the right kind of people are those who have the workplace skills we are short of. You know, just like the system Australia, New Zealand, Canada, etc etc. successfully operate. He has said this many, many times. Maybe you missed it?

Coherers. Absolutely true. I know a young girl who desperately wants to become a nurse, but to no avail. She has simply been unable to gain a place. She is currently finishing her dental nurse apprenticeship in a local dental surgery (which of course means she is being paid a miserly £2.73 per hour) She has been advised that this is not good enough to be considered as pre- nursing course experience, so should instead take up a voluntary position in a hospital. And of course, still not great odds for actually getting to eventually train as a nurse. It is all so unfair.
