1) The system should have, if we do it right, sort of a 'generic' application regarding targets, so I guess the answer to that question is 'probably both and more'.

Regarding collection I can see very few limits about what 'types' of data can be collected on the internet by a system like this, but I think most of the work is going to be in the analysis of the data being collected and establishing policies for focus actually within the collection phase of the cycle without limiting the scope of the project.
