It would have to be crafted correctly though to avoid the left's claims that it imposes a unfair burden on the poor. It wil need to exclude the necessitites of life: food (Meat, dairy, vegetable, fruit, bread, cereals, etc) not beer, chips, pretzles, or M&M's (Sorry, Glenn). That way, the "poor" still pay their share when they buy their flat screen TV's and Wii's. Clothing is an obstacle, but not an insurmountable one.
