Of course with network overhead etc it would need to be more than 16mbit/sec. And as proved a manifesto commitment is also only worth the paper it is written on.

We are now the "tick in the box" society which allows us to abrogate any responsibility for our actions by just ticking that we have complied with "policy". The sad fact is though we are like lemmings and allowing it to happen.
