The problem could be solved real easily these days with computers. Every time a card is used a computer keeps track of when and where, when the total allowed amount is spend then any and all duplicate cards are voided out until the next month. making the cards worthless. If two cards are used at the same time, the system automatically cancels both cards. very simple. then arrest the person the next time he collects his card and hang them, no more selling of cards by that person.
