The article is a bit confusing as to the who, what and where. Zahedan is in southeastern IRAN; it's the capital of "Sistan and Baluchestan" Province. Baluchistan is a separate province in southwestern PAKISTAN abutting "Sistan and Baluchestan".

Baluchis live in both provinces, as well as in the (equally) desolate SW corner of Afghanistan they share borders with.. The area's supposed to have a lot of natural gas, but I'm unaware of any real production.

So it looks like Mossad is using Pakistanis to stir up trouble in Iran. Who would have guessed?

Sorry, but it will always cost more to create the hydrogen in the first place than would make it worthwhile an economical fuel source. On top of that, given that the stored energy in hydrogen is so much less than in gasoline, one would need a very large , pressurized fuel tank in the car, making it vulnerable to rupture and explosion in the event of a collision.
