Super cities are the key to civ 4.
You don't want all of your cities building banks untill far into the modern era.
You just want the ones that _matter_ to build banks.

as for fallout 3? just remember, deathclaws can't lift their feet higher than their head if you cripple the legs(no gigantic flesh rending pounce-leap). it also stops them from running faster than you.
