If this is not possible proceed to Plan C Go through the HOA neighborhood with a fine tooth comb, look for violations that could result in fines by the city or anything to use against them. Look for dirt on the individual HOA board members, violations with their homes, additions not done with permits, violations of HOA rules, extramarital affairs etc. and make their lives a living hell.
