What to tax (in this case I’d add ‘and / or outlaw)?
Simple… Whatever the statist finds distasteful. And, this will come under the guise of being a “hazard to health”. “A burden to the health care system” is another good alternative to that end. After all, government is now the primary provider for your health care, therefore they have a vested interested in making sure you don’t screw up your health.
The template is already out there. Look at New York City and their tax against trans fats. Since it is a burden to the health care system, it needs to be discouraged.
Where else do you suppose this can be applied?
Red meat? Well, that stuff makes you fat and that’s a hazard to your health. Not to mention the hazard caused by livestock breath and flatulence. Those contain greenhouse gasses, don’t you know. It’s global warming on the hoof. Now, there’s a health hazard for you.
Maybe gasoline? That stuff powers cars and, if you crash one of those (especially the fuel efficient models), you definitely have a health hazard on your hands. There’s also the whole greenhouse gas, global warming thing again.
How about bullets? Why, guns are hazardous to a person’s health. Especially, to those who are trying to hem in our constitutional rights.
The list could go on but, I think you get the idea.
The upshot is, this is a mechanism by which to exert control over a potentially, somewhat “uncooperative” population. If you take (or are force fed) Dear Leader’s health care, you must do Dear Leader’s bidding.
Let’s be clear. The day universal health care is implemented is the day we stop being a free people and the day we start to become livestock. Don’t forget to get your nose fitted for the ring.

Please let me offer four ideas. They have all been mentioned before but I hope my reasons will spark wiser heads to come up with better ideas.
1.Term Limits: Our current legislative system is geared toward personal amassing of power by way of seniority. If we limit the term of service, we place an upper ceiling on the power one can exercise.
2.Require a constitutional justification for all legislation (quote article or amendment, and section): In the Declaration of Independence and Constitution we have a charter which defines the federal government’s purpose and scope. Let’s keep to this charter and limit the scope.
3.Allow no campaign contribution to a candidate for federal office unless the person can vote in that election: No contribution from unions, 527’s or Hollywood (except in California, of course). These entities can have all the issue adds they want under the first amendment. Let the candidate’s campaigns be funded by and geared toward their specific constituency only. In this way we will get office holders that actually represent their constituency.
4.Repeal the 16th amendment: The income tax has been used to deny us the fruit of our labors for over a century now. It is also being used as the mechanism for social engineering. When you have a system in place that takes a person’s labor and coerces them into complying with societal goals, you have an immoral system (think slavery). I’m not endorsing the replacement here, merely recognizing the evil.
