I am a security expert, and i can show you the vulnerabilities on the payment gateway, verified by verisign. Nothing is hack proof, not even NASA. The security that you are talking about is just physical security and hackers don't need physical access to NASA computers or Network. It is always suggested that the management should always consult with the respective lawyers and subject matter experts before making any move in this regard. It is a matter of high risk and criticality, So it’s required to play your card right and make decisions wisely.

We can only provide information as per the guidance documents however the real matter may be much more complex then it looks like. So there is no second thought about it.
