<description>If Pakistan does not maintain a certain number of terrorists roaming freely within their territories, no country will offer them $15B for the next 10 years, nor would we have spent $29B (Selig Harrison&amp;#039;s numbers) on them since 2001.   Without being a terrorist state, we would not be delivering F-16s at no cost, to Pakistan.   In fact, if Pakistan does not maintain a terrorism industry - they would have suffered a complete economic collapse by now. Pakistan will maintain terrorist safe havens, because it feels it can get jiziya for doing so.   Its time we called their bluff. </description>
