Without being a terrorist state, we would not be delivering F-16s at no cost, to Pakistan. In fact, if Pakistan does not maintain a terrorism industry - they would have suffered a complete economic collapse by now. Pakistan will maintain terrorist safe havens, because it feels it can get jiziya for doing so. Its time we called their bluff.
