<description>Rick Perry hasn&amp;#039;t thumbed his nose at federal stimulus dollars. Quite the opposite, he has made some public comments alluding to a moral stance against the stimulus money. But he is insisting on getting his federal funds. Texas has the second highest amount of fed grants for water infrastructure. Gov Perry removed his lips from the federal teat just long enough to curse it and suggest secession.  </description>
