Tactical/strategic/technical necessity (which is why SAC bases were/are in NE, ND and SD, and why there are major supply depots located in the CA High Desert); 2. Access to transportation nodes (freeways, railroads, large airports, rivers and ocean ports); 3. Weather concerns (the more days of good weather per year, the more effective training can be conducted); and (VERY distantly) 4. Pork.
