All of this could have been avoided had Campbell simply complied with the officer's orders. It has a Portland mailing address, but is within Gresham city limits. I used to live in the area and it was annexed into Gresham in the late 1980s or early 1990s. Go to the city of Gresham website and zoom over the city map they have and look at the boundary line. This address is clearly within Gresham.

Really. Let's also look at the fact that folks in most of the timber counties are hardly paying any property taxes to begin with. Let's at least bring them up to the same levels as the rest of us and then we'll make some decisions. It's sad how mansions in Deschutes County pay hardly any property tax at all.
