A brief review of the technology:

Less efficient than Silicon (which itself is atrocious) but cheaper to produce...unless you mass produce them at which point the limited global supply of tellurium becomes important. So, the technology can not be scaled up.

Unless we can mine more Tellurium by ripping up the sea floor. Perhaps BP and Halliburton could help.

Also, the cells contain the incredibly toxic material Cadmium which is why the company does not sell the cells to the General Public due to the need to carefully control and reprocess this toxic material.

Last I checked, refusing to sell products to the public is not a winning business plan (unless your plan is shaking down the taxpayers).

Advancing civilizations do not seek out meager, diffuse energy sources which require massive environmental damage.

Advancing civilizations move toward increasingly energy dense materials which are minimally environmentally invasive.

Political Cronyism was responsible for the decision to implement the fatally flawed O-ring design.

The tank could have been designed as a solid piece but that would have precluded farming the work out to various Senator's home districts.

Classic case of the Feds playing politics with complete disregard for human life.
