Some one stole information, that they vowed to protect.
They gave that information to a 3rd party.
That 3rd party is now in possesion of stolen property.
If we look at it in another way it might help change the perspective.
Sgt A is protecting spam and kitchen supplies.
Sgt A takes a couple of truck loads of supplies that belong to the government
and gives them to a trader in the black market.
The trader sends out bid requests.
In both cases the Army person is derilict of duty.
And the person peddling the wears is just as guilty as the one who took the product.
Property of the government is property no matter what form it is in.
They (whomever 'they' are this week) want us to tear each other apart about this for many reasons. Many people are being too selective on what they find out. A lot of it is crappy government where agenda gets in the way. And it stinks up the place.
No one has mentioned leaked info about WMD though.
Truth works both ways.

While watching Maddow, the flashing banner says breaking news.
What's coming out of her mouth was speculation and slander.
I think James knew someone in the office was calling the posse to come get him out of the offices.
He just went for a double dip expose, The Senator's office phones, and the Justice Department bias.
I have every right to walk into my representatives office and ask if the phones work.
If the phones don't work, I can volunteer to fix them.
There is no law that prohibits me from doing that.
There are still several that allow me to do that.
