Quoting Reno Journal-Gazette 11/04/09: "Inspector General David Shaw blasted the state parole department’s handling of Phillip Garrido Wednesday saying it misclassified him as a sex offender, failed to properly supervise him and blew numerous chances to discover that he had a kidnapped girl living in his back yard.

David Shaw, in releasing a report following a two-month investigation, said agents for the California Department of Corrections and Rehabilitation’s parole division incorrectly classified Garrido as a low-risk, not high-risk, offender when they first took his case, and then had a 90 percent failure rate in their supervision of his case.

Over a 10-year period, agents did not look into “clearly visible utility wires running from Garrido’s house toward the concealed compound” where Jaycee Dugard and her two daughters lived, Shaw said. And they failed to question what a 12-year-old girl was doing at the house during a home visit, he said.

And agents didn’t act on information “clearly showing Garrido had violated his parole terms,” the report said. Nor did they talk to Garrido’s neighbors or local law enforcement about his behavior.

Agents also did not use information about Garrido’s activities available from the GPS device he wore, which showed that he moved outside the 25-mile travel restriction zone numerous times, and disappeared from the monitoring signal for extended periods, sometimes overnight.

The report also noted that Garrido was under the jurisdiction of federal parole officials from August 1988 to January 1999.

“During that time, Garrido allegedly kidnapped Jaycee Dugard and sexually assaulted her, fathering two children,” the report said. “Federal parole authorities also failed to detect Garrido’s criminal conduct and his victims.”

Cranston Mitchell, vice-chairman of the U.S. Parole Commission, declined to comment on the report. When asked whether a similar investigation was being conducted concerning federal oversight, Mitchell said: “Not that I’m aware of.” "

So, law agencies have admitted and proven that the current system does not work. Lets establish a system that will work. This is the best one, and must include castration.

This humane method will drive down sales of child pornography, protect children in our country, keep molesters from contacting children on the computer, keep molesters from photographing their own genitals and sending on the 'net, and WE WON'T HAVE TO SUPPORT THEM THE REST OF THEIR LIVES. Give Draftees the choice of Branch and assign according to training or abilities to Combat, Medical, Administrative and other positions. We would not draft women because of their need in most cases, on the homefront as protectors of their own children and/or families, and because they must deny their childbearing abilities when in the Military to make them responsible team members... but women must be allowed to continue to ENLIST and make same area choices as men.

Ted Poe of Texas is one politician who claims to have submitted, with co-authors, a prospective law that requires a President to produce the personal documents such as the ones this slicko has hidden by his Executive Order. Please call his office, get the Bill Number and the names of co-sponsors and contact their offices if necessary to get a copy of the Bill, and if it can be viewed on the 'net. My concern is that the new Bill will NOT cover enough ground in its requirements... if it does not specify all personal and educational and professional documents are to be produced and access provided on the internet by ALL candidates for elected offices of the US Federal Government, then it is a farce that provides loop holes for the next slicko. I called once a while ago and was given a Bill Number which I don't want to repeat in case it is wrong - and it is important that misinformation not be spread on this subject. I will also continue to try to locate and read that Bill as I hope everyone will... and cry aloud to those who submitted it, if it is not what we want. Problem is, of course, that once a Bill is approved in the House and Senate processing, it must be delivered to the President's desk for signature. Keep tabs on this Bill to see who delays processing... and by their delay tactics we can consider them as cellmates with Obama when we legally conclude he is not one of us. Ask your OWN representative if THEY have submitted anything to the Bill process that requires a candidate for the office of President of the USA or ANY Federal office to immediately make available for public access via the internet, (preferably on their campaign site), access to all personal documents... and if they are elected to any office, they are required to maintain those documents easily accessible on the internet until they are no longer holding that office. Once not holding that office, those documents must remain available in the appropriate Federal archive. What do you think? Has anyone representing you done this? My understanding is that some reps have presented some type of relative statement for processing as a Bill to be made into law. We must make ourselves very informed in this matter as elections are popping up all over our country, and we need to know who is or would be listening to our Constitutional concerns in this matter that clearly require a new comprehensive Federal Election/Campaign law... with specifics and no loopholes.
