I think they could come up with enough private money to rebuild but I agree with (thinkrationally) it has to accountable to the people down stream. It could be a win win situation for all if done right.

Everybody is using the city's compost it is not dirt. Grass will not grow in it. It is much cheaper then dirt and the city needs to get rid of some of it.
