To paraphrase, what the UN human rights council would like, is for the US to be an open territory under UN jurisdiction so that its socialist leaders can finish pillaging the country with impunity. If you insured ONLY US citizens that wanted insurance and couldn't get it any other way, it would be ONLY $109 billion each year, and there would be no need for a permanent government agency to manage it.
