Union employment in NY is down (pipefitters, steelworkers, ibew, etc...) and their members are upset. The states have no rights into the area where drilling would be taking place. States have jurisdiction into port areas (sort of) and to short distance offshore. Some one can correct me, but this back to the early 1900's when the Coast Guard was given all of their current powers/responsibilities (before much of the maritime services were done by private entities, so regulated by the states. The waters offshore are US territorial waters, not Virginia's(as an example).
