We need to revert to the days of your accuser having to put his case in front of the magistrates, to restore some checks and balances into the system. No one would put a case involving a child selling lemonade or someone throwing away a cherry stone in front of the magistrates court, it would be dismissed if it got that far, and the costs involved would be bourne by the council. If central governement wants to help local businesses, they need to severely resrict the powers of local councils in respect of parking charges and restrictions, forcing them to justify every inch of yellow paint and get much tougher on the ability to impose charges, especially on street.
