1. The "brass" know that recruiting centers are targets, given that several have already been attacked.
2. The "brass" refuse to provide any defense for these targets, either by arming the recruiters or by stationing security (military or civilian) on site.
3. The "brass" object when Americans take it on themselves to provide security for the recruiters. In fact, they explicitly identify these Americans as threats to the recruiters, despite absolutely no evidence to support this conclusion.
One has to wonder just whose side the "brass" is on.
But what do I know? I am just a prior-service enlisted swine (USAF/ANG E-6) and former civilian security officer (8 years).

On the scattergun front, I checked my local Academy a couple of weeks ago. Shotgun ammo was thin generally, with only 1 (one!) 100-round box of 20g target ammo on the shelf, and only a very few 25-round boxes. Likewise little hunting ammo, and practically no specialty (#3 Buck, slug, flechette) ammo.
I, too, can neither confirm nor deny reports that scattergun shooters are/have been stockpiling ammunition.
