Getting away with what? They are still paying back the bonds that built the bridge. Until those bonds are paid off, they will keep tolling.

The tolls from the Narrows ARE for that bridge.
"Toll rates are in effect until changed by the Washington State Transportation Commission. Tolls collected on the Tacoma Narrows Bridge must reimburse the state gas tax fund that pays off the bonds used to finance the construction of the bridge and pay for the bridge's ongoing operation and maintenance costs."

I was in school in the mid 90's and well and there was definitely a 'No Smoking Policy" district wide, including ANYONE who steps foot on school grounds. Do you mean 1962?
